This is because, during the main tourist season from April to November, Port Vila has a cool trade wind climate and air conditioning is really not necessary. Ceiling fans and screened windows and doors make the resorts quite comfortable.

The second reason for the lack of air conditioning is that electricity in Port Vila is rediculously expensive - generated exclusively from diesel fueled power plants owned and operated by a private monopoly. Resorts within the town limits are not allowed to generate their own electricty (including renewable energy alternatives).
