Vanuatu time is also a very well known and often used idiom. If someone says "Vanuatu time" it means noboby really pays much attention to the time. Vanuatu time is a rough estimate of the actual time of an appointment or a scheduled event. In the outer islands a festival may be scheduled for 15 August but in Vanuatu time this could be anywhere from 10 August to September. If someone says they will meet you at 9 AM - and then adds Vanuatu time, they mean sometime between 8:30 and 11:30 or perhaps the following day.
The term is also used to describe the expected date of completion of a project or event. The construction of the road around the island of Efate will be finished in 2009 (Vanuatu time) - meaning nobody has a clue when it will be completed.
